Eli Ben-Sasson, CEO of StarkWare, proposed last week that Bitcoin abandon its 21-million-coin cap in favor of 4% annual inflation. His reasoning: private keys disappear over time, and the network should mint new coins to offset the shrinking effective supply.
The premise is mathematically straightforward. Wallets are lost to forgotten passwords, device destruction, death without heir instructions, and simple human error. Ben-Sasson's argument treats this attrition as a defect Bitcoin should correct through monetary policy rather than accept as a feature of scarcity.
The proposal cuts against Bitcoin's entire consensus model. The 21-million cap is not a marketing slogan—it is the hard ceiling enforced by protocol rules that every node validates. Changing it would require consensus from the network's developers, node operators, and miners. Bitcoin has resisted monetary policy adjustments since its 2009 launch, and the few times developers have proposed supply-related tweaks, they've gone nowhere.
Bitcoin developers and security researchers have long argued that lost coins are a known and acceptable trade-off of self-custody. They do not create demand for monetary expansion; they simply reduce the circulating total. The network's security budget—the subsidy miners receive to maintain the chain—already faces pressure as block rewards decline on schedule. Most researchers view minting new coins as either unnecessary or harmful to that incentive structure.
Ben-Sasson framed the inflation rate as a technical solution to a technical problem. But inflation is a political choice, and Bitcoin's governance model is built to resist such changes at the protocol level. Even modest tweaks to parameters have required years of debate and failed to gain traction. A 4% annual issuance would fundamentally alter Bitcoin's role as a store of value—the primary appeal that has driven its market position to around $64,811 per coin.
The proposal also sidesteps harder questions: How would lost coins be detected? Who decides the inflation rate if conditions change? And if the network can mint coins for lost keys, what prevents it from minting for other reasons—funding development, for instance, or paying for security audits?
Bitcoin's rules are not flexible. That rigidity is intentional. Ben-Sasson's suggestion, however well-motivated, highlights the tension between fixing specific problems and preserving the scarcity guarantee that underpins Bitcoin's value proposition.
