Coinbase and OKX have launched sign-up bonuses of up to 8% on deposits and transfers to court users leaving Binance, according to CoinDesk. The moves come as Binance, the world's largest crypto exchange by volume, struggles to obtain a Markets in Crypto-Assets Regulation (MiCA) license from EU regulators.

Brian Armstrong, Coinbase's chief executive, and Star Xu, OKX's founder, each announced the incentives as Binance's regulatory footing in Europe has become unstable. Binance has not yet secured the license required to operate legally in the EU under MiCA, the bloc's comprehensive framework for crypto asset service providers that took effect in late 2023.

The bonuses represent a direct play for market share in Europe, where Binance has reported around 450 million users globally—though the exact EU headcount is unclear. Coinbase, which secured a MiCA license, and OKX, which has been seeking compliance pathways in Europe, are betting that regulatory clarity gives them an edge in attracting defectors.

Binance's licensing troubles stem from stricter compliance requirements under MiCA, including capital reserves, custody standards, and governance frameworks. The exchange has faced regulatory pressure across multiple jurisdictions and has not publicly committed to a timeline for obtaining its EU license.

Other compliant exchanges like Kraken have also positioned themselves to capture users displaced by Binance's regulatory constraints, though no comparable bonus campaigns from those platforms have been announced. The competitive dynamic reflects a broader shift in crypto regulation, where licensed operators increasingly enjoy structural advantages over platforms without formal approval.

The incentives underscore a simple calculus for users: as regulatory walls tighten around Europe's crypto market, switching costs drop when competitors offer onboarding bonuses. Whether those bonuses prove sufficient to overcome switching friction—account security concerns, asset holdings, trading history integration—remains an open question. For now, Armstrong and Xu are betting they do.
